Helios HR Leadership Team

Helios HR’s infrastructure is streamlined and responsive to facilitate successful contract execution and delivery of services. Helios’ delivery team consists of Project Coordinators who ensure cost and schedule control,  Practice Leaders who manage our teams of HR Consultants and Recruiters as well as the quality of our performance. As an actively engaged leadership team, our practice is to develop a communication plan upon the launch of each engagement and regularly visit each client to ensure service delivery is consistent with our clients’ needs and expectations.

Kathy Albarado, SPHR, Kathy Albarado, CEO of Helios HRCEO

As President and CEO, Kathy is an award-winning management consultant with more than 25 years of progressive human capital management experience. Kathy has been featured on television, radio and quoted in numerous media publications including The New York Times, The Washington Business Journal, The Washington Post, HRO Magazine, Human Capital Magazine, Compliance Magazine and Virginia Business regarding human capital management and leadership challenges. Kathy holds an M.A. in Human Resource Management; a B.S. in Psychology from George Mason University and is certified as a Senior Professional of Human Resources (SPHR).

In addition to serving as a Board member to The Leadership Center, Kathy has demonstrated a career of service and currently active on several Boards to include the Board for the Girl Scouts of the Nation’s Capital, The Women in Business Initiative for George Mason University’s School of Business, The Women in Business Council for the Northern Virginia Chamber of Commerce, LEAD Virginia and SECAF (the Small Emerging Government Contractors Advisory Forum). Kathy and her team at Helios HR have been honored by the Northern Virginia Chamber of Commerce, Women in Technology, The National Capital Business Ethics Forum, Leadership Fairfax and SmartCEO for their intentional community outreach and their role as a catalyst for impact.

Ethan Gill, MBA, President

Ethan has over 20 years of experience in corporate operations for various technology, consulting and healthcare organizations, ranging in size from venture capital-backed start-ups to Fortune 500 companies. As President of Helios HR, Ethan and his team help clients meet their business objectives through the delivery of leading-edge HR solutions.

Prior to Helios, Ethan was the Chief Operating Officer for LifeFuels, an award-winning digital healthcare company. In this role, he led their day-to-day operations including Finance, HR/Benefits, Operations, Sales & Marketing, and Legal. Prior to LifeFuels, Ethan served as Executive Vice President and Chief Administrative Officer for MHM Services, a leading provider of innovative healthcare services and solutions to state healthcare agencies. MHM’s 3,500 employees served over 300,000 individuals in 220 facilities across 16 states. During his 7 years at MHM, he transformed multiple departments into award-winning teams and helped MHM expand into new markets and deliver on $400M worth of business annually.

In 2015, Ethan was recognized by SmartCEO Magazine as an Executive Management Award Winner for his demonstrated leadership and notable accomplishments in his role at MHM. His HR teams were also recognized by the Apollo Awards as a finalist in 2015 and by the HR Leadership Awards of Greater Washington as a finalist in 2010, 2012, and 2014. Ethan has been published in various business publications and has presented or served on panels with The Entrepreneurship Institute and the Washington Business Report on WJLA/ABC 7. Ethan has an MBA from the Rochester Institute of Technology.

Connie Maniscalco, SPHR, SHRM-SCP, Practice Leader

Connie Maniscalco, Practice Leader at Helios HRIn her role as Practice Leader, Connie oversees Quality Assurance and the Human Resources Information System (HRIS) and Government Contracting portfolios. With a depth and breadth in compliance, Connie works with government contractors to complete Affirmative Action Plans; provide assistance with OFCCP audit responses; consult on Service Contract Act (SCA) compliance; conduct compensation benchmarking analyses, and the re-engineering of processes for added efficiency and effectiveness. 

She has more than 25 years in the areas of progressive management, finance, budget, and human resources experience that spans small businesses, not for profits, large companies, and Fortune 500 corporations and joined the Helios team in 2011. Connie earned a Master of Public Administration degree with a management concentration from the Wagner Graduate School of Public Service of New York University. She also holds a Bachelor of Arts from Newberry College and is certified as a Senior Professional of Human Resources (SPHR). Connie is also active in Professional Services Council, SHRM and HR Alliance.

 Amy Dozier, PHR, SHRM-CP, Practice Leader

Amy Dozier, Team Leader, Helios HRAmy is a disciplined, systematic, and experienced Practice Leader and strategic partner who is driven to connect the big picture with the details to achieve corporate goals through human capital initiatives. Amy has demonstrated success in developing, implementing, and delivering programs and practices to meet business objectives in fast-paced, growing organizations. With more than 12 years of experience, Amy understands the importance of collaborating and partnering with operational leaders to ensure effective development and implementation of HR strategy. Amy is experienced in Compensation, Government Contracting Compliance, Employee Relations, Training, Organizational Development, and Recruiting.  

Amy received her Bachelor of Science from Franklin & Marshall College and is certified as a Professional in Human Resources by HRCI and SHRM. Amy joined the Helios team in 2013 and is an active member of World at Work, NOVA SHRM, and the Washington Area Compensation and Benefits Association.

Debra Kabalkin, SPHR, SHRM-CP, Practice Leader

In her role as Practice Leader, Debra oversees Talent Acquisition, Human Resources Information System (HRIS) and Government Compliance portfolios.  Debra leads the Talent Acquisition team, providing strategy and guidance on recruiting, HRIS process improvement, workforce planning, and government contracting compliance.

Debra joined Helios in 2013, bringing more than 20 years of HR experience supporting a variety of organizations of all sizes in both the public and the private sector. She has a Master of Business Administration from St. John’s University, a Bachelor of Science from SUNY Oneonta, and is a Certified Senior HR Professional from SHRM (SHRM-CP) and HRCI (SPHR).

Kayla Dineen, MBA, PHR, CAPM, Operations Manager

As Operations Manager, Kayla oversees the internal administrative components of the business to include Human Resources, Contract Management, IT, Systems Administration and Office Administration. Since joining the Helios team in 2013, Kayla was a Helios HR Consultant supporting client delivery and a Project Manager supporting the implementation of Helios’ expanded product offerings before becoming Operations Manager. Prior to joining Helios, Kayla held various HR roles in non-profits, government contractors and a large management consulting firm.

Kayla holds an MBA from Marymount University, a PHR certification through the HR Certification Institute, and a CAPM certification through the Project Management Institute.

Natalie O’Laughlin, Communications Manager

Natalie OLaughlin, Communications Manager at Helios HRIn her role as Communications Manager, Natalie is responsible for overseeing communications and marketing strategy for the Helios brand. Since joining in 2011, Natalie has been behind the communications and positioning for Helios’ strategic initiatives including the Helios Apollo Awards, digital marketing, new client development, partnerships, speaking engagements, events, employer branding, and public relations.

Prior to joining Helios, Natalie held communication roles in government contracting, not for profit and retail industries. Natalie holds a Bachelors of Science in Mass Communications with a concentration in Public Relations from Virginia Commonwealth University, a certificate in Leadership Communication from George Mason University, and is active in the Northern Virginia Chamber of Commerce.
